A needs assessment is the process of identifying desired outcomes for a professional development initiative aimed at a targeted audience.This case study highlights the methods and sequence used for the State Association of Supervisors of Elections in developing a comprehensive certification program. Anne Schroeder, coordinator for the Florida Certified Election Professional Program, will zero in on focus groups, on-line surveys, telephone interviews, and observation as research tools. She will provide a series of questions and criteria to guide the process.

- Consider necessary steps in creating a comprehensive organization-wide learning initiative
- Pinpoint appropriate questions for a targeted focus group session
- Discuss pros and cons of several needs assessment tools
Anne Schroeder is passionate about helping professionals and their organizations to access their “better selves.” Her strong skills in strategic planning, facilitation, and organizational problem solving have benefited clients in public, private, and non-profit sectors for over 30 years. Her rich experience in energetically facilitating groups as large as 250, and as small as 10, has boosted organizations to higher productivity, increased levels of conflict resolution, and award-winning quality improvement.
One of her major clients is the Florida Association of Supervisors of Elections with whom she’s assisted in the creation and implementation of an award-winning comprehensive professional certification program since 2005. Anne creates an upbeat atmosphere where positive risk-taking is the norm in part through her training in Improv and experience in community theater. In addition to a master’s degree from Johns Hopkins University, Anne is a graduate of SAK Comedy Lab in Orlando.
